Check Manifests

POST 
/api/v1/debug/manifests/check

Run one manifest sync pass synchronously and return its stats.

Replaces the Prefect 1-min cron for local development (the worker script has been removed — see ADR-0062 fallout). Operator triggers this after creating / updating ontology entity types so the manifests workflow applies Postgres DDL, publication membership, and ClickHouse table registration before sinker streams pick up the new tables.
